Indian River County 2008 Comprehensive Plan Evaluation and Appraisal Report (EAR)

Each local government in the state must periodically assess the success or failure of its comprehensive plan, address changing conditions, and update its plan to reflect changes in state policy on planning and growth management. To assess its comprehensive plan, a local government must prepare an Evaluation and Appraisal Report (EAR). As part of its EAR, each local government must identify major unresolved issues in its jurisdiction. Based on its EAR assessment, a local government's comprehensive plan must then be updated and revised to ensure that the plan continues to provide sufficient guidance for the local government to make appropriate land development decisions.

Indian River County's EAR is due to the state by December 2008. This webpage is intended to serve as a medium to inform the public of progress towards completion of the EAR and to provide opportunities for public participation and comment.

Public Participation

On June 20, 2006, the Indian River County Board of County Commissioners adopted an EAR Public Participation Plan (click here for a complete copy of the June 20, 2006 BCC agenda item). That plan details how the County will involve the public in the development of the EAR

Generally, County staff will conduct research and analysis; provide technical reports and position papers; and develop draft documents. Various advisory groups will hold public meetings, take public comment, and review and comment on applicable portions of the EAR. Staff will then revise the EAR as appropriate and submit it to the Planning and Zoning Commission. The Planning and Zoning Commission will hold public meetings, take public comment, and review and comment on the EAR. Staff will revise the EAR as appropriate and submit it to the Board of County Commissioners (BCC). The BCC will review the EAR, consider Planning and Zoning Commission recommendations, take public comment, and review and adopt the EAR with appropriate modifications. These basic steps are represented in a flow chart.

Public participation meetings for the EAR will take place from January 2007 through November 2008. Specific work plans for each of the comprehensive plan elements are provided in the next section below. These work plans include a breakdown of steps in developing each applicable EAR element and include anticipated meeting dates. The public is invited to attend the various public participation meetings and is encouraged to provide written comments using a Public Comment Form.

Comprehensive Plan Elements and Sub-Elements

This section includes a listing of all of the County's Comprehensive Plan Elements and Sub Elements. Under each element are pertinent EAR documents, including copies of Indian River County 2020 Comprehensive Plan Elements and Sub-Elements (being reviewed as part of the EAR), work plans for preparing the EAR for each element and sub-element, and copies of the applicable Draft EAR sections.
