Affordable Housing Advisory Committee
The Affordable Housing Advisory assists the Board of County Commissioners to perform and complete the duties and functions set forth in Section 420.9076, Florida Statutes and Section 308.07, Indian River County Code; and review policies, procedures, ordinances, land development regulations, and other local housing matters. Relevant Resolutions, Ordinances, and Statutes
- Pursuant to section 308.07 of the Indian River County Ordinance Code ("Code"), the Affordable Housing Advisory Committee can include a citizen who actively serves on the county's local planning agency (Planning and Zoning Commission). At the November 9, 2021, BCC meeting an Alternate P&Z Member representative position was added to ensure a proper quorum.
- Resolution 2020-086 approved October 6, 2020, updated the Affordable Housing Advisory Committee membership, and restated its tasks, powers, and duties.
- Ordinance 2020-013 approved October 6, 2020, updated the Affordable Housing Advisory Committee, amending Section 308.07, of Chapter 308 Indian River County Code to modify the directives/responsibilities and membership requirements of the committee to be consistent with recent state statute modifications.
- Resolution 2019-113 approved December 17, 2019, updated the Affordable Housing Advisory Committee membership.
- Ordinance 2019-023 approved December 17, 2019, updated the Affordable Housing Advisory Committee membership.
- Resolution 2008-038 approved March 18, 2008, reestablished the Affordable Housing Advisory Committee adopted by Ordinance 1993-013 and codified as Chapter 308 of the Indian River County Code; in conformance with the 2007 Florida Legislature's revision of Section 420.9076 of the Florida Statutes. It also established the representational appointment criteria for the five municipalities.
- Ordinance 1993-13approved April 6, 1993, established the Affordable Housing Advisory Committee membership to comply with F.A.C. 67-37.010 (f/n/a 9I-37.004) and Chapter 308 of the Indian River County Code, in conformance with Section 420.9076 of the Florida Statutes.

Terms, Membership, and Meetings
The term of office for each member shall be two (2) years and can be reappointed for subsequent years. The commissioners and municipalities appointments serve a 1-year term and may be reappointed for subsequent terms. There is no residency requirement. There is no term limitation. Meetings are held every fourth Wednesday on the even-numbered months at 9:00 am at the County Administration Building B, 1801 27th Street, Vero Beach, Florida in Conference Room B1-501. The Recording Secretary is Maura Stokes, Commissioner Assistant.
According to Florida Statute Section 420.9076, the Affordable Housing Advisory Committee must contain between eight (8) and eleven (11) members, and at least six (6) of the members must be selected from the following eleven categories:
- One (1) citizen who is actively engaged in the residential home building industry in connection with affordable housing.
- One (1) citizen who is actively engaged in the banking or mortgage banking industry in connection with affordable housing.
- One (1) citizen who is a representative of those areas of labor actively engaged in home building in connection with affordable housing.
- One (1) citizen who is actively engaged as an advocate for low income persons in connection with affordable housing.
- One (1) citizen who is actively engaged as a for-profit provider of affordable housing.
- One (1) citizen who is actively engaged as a not-for-profit provider of affordable housing.
- One (1) citizen who is actively engaged as a real estate professional in connection with affordable housing.
- One (1) citizen who actively serves on the local planning agency pursuant to F.S. 163.3174.
- One (1) citizen who resides within the jurisdiction of the local governing body making the appointments.
- One (1) citizen who represents employers within the county.
- One (1) citizen who represents essential services personnel, as defined in the local housing assistance plan.
As of March 2020, the Indian River County Board of County Commissioners has selected the following six (6) categories of the affordable housing advisory committee member positions from the above eleven categories:
- One (1) citizen who is actively engaged as an advocate for low-income persons in connection with affordable house.
- One (1) citizen who is actively engaged as a for-profit a provider of affordable housing.
- One (1) citizen who is actively engaged as a not-for-profit provider of affordable housing.
- One (1) citizen who is a real estate professional in connection with affordable housing.
- One (1) citizen who actively serves on the county's local planning agency (Planning and Zoning Commission).
- One (1) citizen who resides within the county.
The Indian River County Board of County Commissioners has appointed the following members to serve as voting members from six (6) categories of the affordable housing advisory committee and the remaining members are appointed by their appropriate municipalities.

- Mark Mucher - citizen who actively serves on the county's local planning agency (Planning and Zoning Commission) Curtis Carpenter, Jr., Alternate
- Linda Ann Morgan - citizen who resides within the county
- Mark D. Mathes – representative appointed by the City of Fellsmere Robert Loring, Alternate
- John Cotugno - representative appointed by the City of Vero Beach
- Christopher Nunn - representative appointed by the City of Sebastian Fred Jones, Alternate
