What is a Post-Disaster Redevelopment Plan?

Post-Disaster Graphic A post-disaster redevelopment plan (PDRP) identifies how a community will redevelop and recover over a long-term period after a disaster. The plan is intended to identify policies and operational strategies along with roles and responsibilities for implementation to guide decisions affecting long-term recovery and redevelopment of the community after a disaster. The plan shall emphasize hazard mitigation and community improvement with full participation of citizens.

A post disaster redevelopment plan builds upon existing efforts such as comprehensive planning, regional long range transportation planning, economic development strategies, environmental reports and plans, and many other existing long term visioning documents.

PDRP topics include business resumption and economic redevelopment, infrastructure restoration and mitigation, housing repair and reconstruction, sustainable land use, long-term health and social services support, environmental restoration, financial considerations, and short-term recovery actions that affect long-term redevelopment and recovery issues identified by the community. The result will be a stand-alone plan, adopted by the Board of County Commissioners. It is likely the plan will include updates to the Land Development Code.

Using grant funds from the Department of Homeland Security, St. Lucie, Martin and Indian River Counties have contracted with the Treasure Coast Regional Planning Council (TCRPC) to embark on the development of a post disaster redevelopment plan. The TCRPC has subcontracted the services of Calvin Giordano and Associates (CGA). The Florida Division of Emergency Management and the former Department of Community Affairs developed guidelines for post-disaster redevelopment and tested them on pilot communities throughout Florida. The results of this effort were published in a guide book titled “Post Disaster Redevelopment Planning: A Guide for Florida Communities.” The development of this plan will follow the recommendations of this guide book.

The process will be supported by a stakeholder committee which will be comprised of local, regional, and state representatives who will encompass the following topic areas:

  • Community Development: Addresses issues related to building, housing, historic preservation, and land use
  • Infrastructure: Addresses issues related to critical infrastructure such as public works and utilities
  • Economic Redevelopment: Addresses issues related to restoring economic vitality
  • Health and Social Services: Addresses issues related to health care and other social services, educational issues, and quality of life factors
  • Environment: Addresses issues related to ecosystem and habitat restoration, environmental contamination, and sustainable community factors

The planning process will consist of a series of stakeholder committee meetings. These meetings will be facilitated workshops that seek to:

  • Identify vulnerabilities in social, economic, and infrastructure systems
  • Identify areas that may threaten government solvency
  • Evaluate existing local capacity to implement long-term recovery goals and objectives
  • Develop an organizational structure to implement the PDRP both before and after a disaster
  • Identify specific actions that can be taken both pre and post disaster to achieve PDRP goals and objectives
