Sector 3 encompasses approximately 6.6 miles of coastline in North Beach, the Town of Orchid, Wabasso Beach, Indian River Shores, and unincorporated Indian River County. Sector 3 beaches sustained erosional damage from Hurricane Matthew (2016), Hurricane Irma (2017) and Hurricane Dorian (2019). The Sector 3 Beach and Dune Restoration project was designed and permitted to restore sand losses from these storms and from background erosion by placing beach compatible sand and native salt-tolerant dune plants along the 6.6 mile stretch from the Seaview subdivision in the north to just south of the Turtle Trail beach access. The Sector 3 Beach and Dune Restoration project has been divided into two (2) phases over two (2) construction years 2020/2021 and 2021/2022.
Phase 1 of the Sector 3 project consists of restoration of the beach and dune to the northern 3.7 mile stretch of the County's Sector 3 beaches. This phase of the construction project for Sector 3 will place approximately 384,000 cubic yards of beach compatible sand fill and install approximately 200,710 native dune plants along 3.7 miles of shoreline in Indian River County from FDEP range monuments R20 to R40 (Seaview subdivision in the north continuing south to Wabasso Beach Park).
The completion of Phase I of the Sector 3 Beach & Dune Restoration Project is slated to begin on November 1st, 2021 and wrap up on or before December 30th 2021. Operations will commence out of Treasure Shores Beach Park in order to complete the remaining 30,000 cubic yards of fill needed within the northern project area.
Phase 2 of the Sector 3 restoration project consists of the beach and dune to the southern 2.9 mile stretch of the County’s Sector 3 beaches. Phase 2 is anticipated to begin construction in the 2021/2022 construction season after a competitive bid and award process. The Engineer’s estimate for Phase 2 of the Sector 3 Beach and Dune Restoration project calls for the placement of approximately 280,000 cubic yards of beach compatible sand and planting of approximately 302,820 native dune plants along 2.9 miles pf shoreline in Indian River County from FDEP range monuments R40 to R55 (Wabasso Beach Park to just south of the Turtle Trail beach access)
Phase 2 of our Sector 3 Beach & Dune Restoration Project went o competitive bid and was awarded on a regularly scheduled BCC meeting to Guettler Brothers Construction. This project will place sand along the southern 2.9 miles of Sector 3 and is slated to begin on November 1st following sea turtle nesting season. This project is permitted through the Florida Department of Environmental Protection and the United States Army Corps of Engineers. Proper pre-construction monitoring, both biological & physical, are taking place to assure the preservation of our resources and nesting sea turtles.
